Yes, DO list her GPA.. that would be listed under the institution she attended, which would be under her Education Background (or whatever you choose to call that section).
I'd also list her school district work and her substitute teaching under Employment Background (or Work History, etc) since it is employment, whether paid or not.
For the Teaching Certification tests, I'd list that under her Education and simply put "Teaching Certification" - at any interviews she may have before being certified, she can expand on that; if she's already certified prior to an interview, then it doesn't need to be edited.
Also, she may benefit from a non-traditional Resume format which highlights capabilities and experience rather than actual Work Experience and Education. I've listed my online resume for you to view as an example, if you're interested.
