I believe I simply interpreted the request different than you did. I read it as they have a SINGLE document that for some reason they wish to break up and print onto 2" x 4" labels (with what doesn't fit on the first label automatically flowing onto the next label until the whole document is printed onto 2" x 4" labels). Here's a few pieces of their posting:

"After typing a document into Microsoft Word 2000, we want to format it to print onto Avery labels with the text flowing from one label to the next, observing the label "breaks" as it goes. . . . Word gives only the choice of printing a page of identical labels, or put the whole text onto one label."

Sorry if you think I'm casting dispersions on your advice.
