You do have the option in word to create sheets of different labels as you described.
If you created a merge file for you form letters you can use this data to create the labels you need.
1. go to tools
2. mail merge
3. under #1, main document chose mailing labels
4. under #2, data source, chose open data source, this is where you would chose the data source you used for the merge file for your form letters
5. it will allow you to set up your main document using the merge codes you used in the form letter.
Make sure after setting up the form with the merge codes that the labels after the first one states «Next Record» before the first field. This code places the next record without making the whole page the same label.
