For the first page I always charge a full page, no matter how many lines on the page. For the last page of document I charge a half page if the text falls short of 5.5" on the page.
Page pricing works out best for short documents and line pricing works out best for long documents. You can get killed on line pricing if you have a lot of short documents, because you are still saving every document separately and that takes time.
