Well, this is one where I can't say I agree with Nancy. If you have a speaker with an accent or background noises/difficult to understand speech, it will take a lot longer to transcribe than if the speaker has no accent and there is no background noise.
Because of this, I always charge by the hour. This seems to me to be the fairest way for both the client and the transcriptionist - especially since I'm the transcriptionist!! ;-)
