Usually - yes.
However, if client was a pain insisting this was the method they wanted to be charged by - even when I tried to point out a per hour rate is usually to their advantage - well . . .
Or, if there are allot of technical terms, bad copy (illegible handwriting, lots of cross-outs, etc.) and the client managed to talk me into a per page rate somehow - I'll usually not give a cost break.
Then I had one client, an insurance adjuster, who insisted his company would not know how to handle me charging him for 1/2 page or less. It was fewer hassles for him if I just charged for the full page - even if just a few lines.

If it is pretty much just simple straight typing from clear copy that allowed me to come close to my standard hourly rate - I'll usually charge just 1/2 page. I hate to give more of a break than that.

I'm curious though. How does the per page rate compare to your per-line rate? Break-even?
p.s. What I charge does many times depend on many other factors: my mood, possibility of repeat business with client, desire of repeat business with this client, how much I've made that month (my charging tending to be more lenient if I've already reached my monthly goal), the occupation of the client (I usually give teachers a cost break-especially if it's classwork related), etc. Yes, this may not be very fair or businesslike, but heck - it's MY BUSINESS and this is one area I have some control over. {I'm stepping down from my soapbox now!) º¿º
