Call the university's bookstore and ask which publication manual is recommended for that university. It varies from university to university. In my area APA (American Psychological Association) is the norm. However I also had to type one thesis using the Turabian manual guidelines.
Once you find out what the norm is go to the used book store and see if you can't find a good used one. Students many times buy the manual for one class and then get rid of it.
Regarding competing w/area businesses:
First - DON'T try to compete just by giving a lower rate. Doing so rarely serves you or your customer well.

Next, find out if the university has a list of recommended typists they provide to students and if so how you get on it.
Does the university have a newspaper. Ads in university papers can be inexpensive. Perhaps time your ads for the timeframe when most larger papers would be assigned.
Find out what the university's policy is regarding posting flyers around campus. And if you post flyers, try to have easy tear-aways with your name/number. (Be sure your name and # are also on the main part of the flyer in case all the tear-aways are gone.)
