Yes, from what I've researched that is their most current edition.

Yes - they're supposed to also include time for admin tasks associated with each job - preparing the invoice, depositing the check, etc. ABSSI claims Brenner's does NOT take these items into account.

Does it detail costs for jobs such as stuffing, stamping & sealing envelopes manually?

I believe Brenner's has these. They also have pricing surveys for different cities/areas.

One reason I'm interested in these guides is to have better information toward what is fair to pay sub-contractors.
