This is the perfect example of charging by the hour. As TexasTJ says below, you could offer to type for an hour or two and then give them a rough estimate. However, I wouldn't do this job except as an hourly rate.
There are so many variables with handwritten - it's just not the same as tape transcription or a typewritten copy.
You are a professional, and most professionals charge by the hour. Just makes sense!
